Our agency has worked with SOAR on two occasions.  Both times fully met our expectations.  The SOAR team guided us through a thoughtful, complete strategic planning process resulting in a plan that acts as our compass.  Working with SOAR allowed our team to fully participate in the process and not be conflicted with having to balance facilitating and participating.
